Bowie Police Department Boosts Recruitment with Responder MAX

Bowie Police Department partnered with Responder MAX on a targeted recruitment campaign that generated 1,000+ leads and helped grow the department from just over 50 officers to 70 officers in 2026.

Through a digital recruitment campaign focused on targeting new cadets, entry-level officers and experienced law enforcement professionals, the Bowie Police Department partnered with Responder MAX to significantly strengthen its hiring pipeline and boost officer staffing levels from just over 50 officers to 70 officers in 2026. With a new series of recruitment videos produced by Responder MAX as the central piece of the campaign, the team used a combination of strategic social media outreach, streamlined candidate engagement, and high-impact hiring events to bring in over 1,000 new leads for the department putting it on a fast track to reaching its staffing goals.

Responder MAX from top to bottom is excellent. After your first meeting, in which you explain your agency's goals, their strategists will develop a plan to help you reach your target audience. They are easy to contact and willing to discuss any issues.

Bowie PD leadership described the partnership with Responder MAX as “tremendous,” highlighting the team’s responsiveness, collaboration, and strategic support throughout the campaign. The Bowie Police Department partnered with Responder MAX to develop and execute a modern recruitment campaign aimed at addressing staffing shortages and attracting qualified police officers in a highly competitive hiring environment. A primary focus of the effort was recruiting lateral transfers from surrounding agencies throughout the DMV region, allowing the department to bring on experienced officers while avoiding the additional time and expense associated with academy training.

Prior to the partnership, Bowie PD had a limited social media presence and lacked a robust digital recruitment infrastructure. Responder MAX developed a comprehensive strategy centered on social media engagement and targeted advertising across social media platforms. All campaign messaging directed prospective candidates to a custom recruitment landing page created by Responder MAX, where interested applicants could submit their information directly to the city’s HR and recruiting teams.

The campaign utilized geographic targeting throughout Washington, D.C., Maryland, and Virginia to reach qualified law enforcement professionals most likely to consider lateral opportunities. Weekly coordination meetings between Bowie PD and the Responder MAX team ensured the strategy remained agile, allowing messaging, targeting, and outreach efforts to be continuously refined based on recruitment trends and candidate feedback.

In addition to digital recruitment efforts, Bowie PD and Responder MAX organized three on-site one-day hiring events designed to accelerate the hiring process and increase candidate engagement. One hiring event held in February generated approximately 90 applicants, with lines extending outside the building throughout the day. The department also expanded outreach efforts through career fairs and military recruiting events to further strengthen the candidate pipeline.

As momentum grew online, the campaign generated additional earned media attention. WTOP Radio featured the department in a recruitment story that included officer interviews, while local television stations organically covered hiring events and recruitment initiatives. This media amplification extended the campaign’s reach beyond paid advertising and helped reinforce Bowie PD’s growing reputation as a forward-thinking agency actively investing in recruitment and community engagement.

Alongside recruitment gains, Bowie PD experienced substantial growth across its digital platforms, building a stronger social media presence. Increased community engagement and visibility helped elevate the department’s brand while supporting long-term recruitment and public outreach goals.

The results of the campaign have exceeded expectations, with additional candidates progressing through background investigations and preparing for upcoming academy classes. With staffing levels continuing to rise and recruitment momentum ongoing, the department remains on track to approach its goal of 70 sworn officers this year.

The success of the Bowie Police Department campaign demonstrates how elevating a department’s online presence across web and social combined with impactful videos and strategic geographical targeting can truly change a department’s ability to meet and exceed its recruitment goals.
